Constitutional Framework Approach
Wyoming Index uses a constitutional framework that evaluates legislation against objective constitutional principles rather than subjective political labels. This evidence-based approach provides clarity on how bills relate to foundational governing documents.
Every bill is analyzed across up to 24 constitutional dimensions spanning separation of powers, federalism, individual rights, due process, property rights, and Wyoming-specific constitutional provisions. This comprehensive approach allows us to analyze all bills—from major policy changes to technical corrections—based on their constitutional implications, providing citizens with objective data to inform their understanding of state legislation.
The 24-Dimension Constitutional Framework
Our analysis evaluates bills across seven major constitutional categories:
I. Separation of Powers & Government Structure (4 dimensions)
Legislative powers, executive authority, judicial independence, and separation of powers balance
II. Federalism & Sovereignty (3 dimensions)
Federal-state relations, interstate cooperation, and state sovereign immunity
III. Individual Rights & Civil Liberties (4 dimensions)
Religious liberty, speech/press/assembly, right to bear arms, privacy protections
IV. Criminal Justice & Due Process (4 dimensions)
Criminal due process, self-incrimination/double jeopardy, bail/fines/punishment, habeas corpus
V. Property Rights & Economic Liberty (4 dimensions)
Takings/just compensation, contracts/economic freedom, taxation, public debt
VI. Wyoming-Specific Constitutional Provisions (4 dimensions)
Water rights & irrigation, mining & minerals, education, local government & home rule
VII. Equality & Political Rights (1 dimension)
Equal rights, suffrage, elections (Wyoming was first state for women's suffrage)
Each bill is scored on 3-8 of the most relevant dimensions (not all 24 dimensions apply to every bill).See full framework details →
Constitutional Scoring Scale (1-5)
Each bill receives scores on applicable constitutional dimensions:
Bill significantly limits government power or enhances constitutional protections
Bill somewhat limits government authority within constitutional bounds
Bill maintains constitutional balance without significant power shifts
Bill somewhat expands government authority within constitutional limits
Bill significantly expands government power or regulatory authority
This scale replaces the previous political ideology spectrum (Conservative → Progressive) with an objective constitutional framework (Restriction → Expansion) based on founding documents.
Evidence-Based Analysis
Every dimensional score includes:
- Direct Quote Evidence - Text from the bill (max 125 characters) supporting the score
- Constitutional Citations - Specific US and Wyoming constitutional provisions implicated
- Explanation - Clear rationale for the dimensional score
- Overall Synopsis - Plain-English summary of the bill's constitutional impact
This evidence-based approach ensures transparency and allows citizens to verify the analysis against source documents.
Why 100% Constitutional Coverage Works
Objective Framework
The constitutional framework can analyze any legislation—from major policy reforms to technical corrections—because all bills operate within constitutional boundaries and implicate at least one constitutional dimension.
Non-Partisan Analysis
By analyzing bills against constitutional text rather than political ideology, we remove subjective political labels and focus on objective constitutional principles grounded in founding documents.
Wyoming-Specific Dimensions
Four dimensions are unique to Wyoming's constitutional heritage: water rights (prior appropriation doctrine), mining & minerals, education, and local government. This ensures analysis reflects Wyoming's distinct constitutional framework, not just federal principles.
Legislator Profiles
Beyond bill analysis, Wyoming Index generates comprehensive legislator profilescombining constitutional voting patterns with campaign finance data. This allows citizens to see not just whether a legislator favors restriction or expansion of government, but which specific constitutional principles they prioritize and who funds their campaigns.
Legislator Scoring Methodology
- Aye votes: Use bill's score directly (Aye on 1.0 bill = 1.0)
- Nay votes: Inverted score (Nay on 5.0 bill = 1.0)
- Overall score: Mean across all scored votes
- Dimensional scores: Calculated per dimension across all relevant bills
